Block,Parry, Evade,Crit Rating Capped at 15 percent.

So some kinmates and myself made characters and stopped them at 20 and twinked them out.

We are excited about doing the raids at 20 and have been running the new 3 mans at 20.

Hopefully they will itemize all the levels down to 20 as currently you get nothing for doing them at lower levels.

I however digress.

What we have discovered is that Block parry evade and critical rating are capped at 15 percent instead of 25.

I bugged this, however not sure if this is a bug or is working as intended.

Just curious if anyone else was aware of this.
