Guards and wardens currently get 5 points or morale per 1 point of vitality. This is because they were the main taking classes and needed the extra morale. To balance this they hit much lower than other classes, even in dps line. Now with HD, and even before in the case of Wardens, a dps traited guard or warden can go nearly equal or even go over the dps of a true dps class, like hunters or champs. They can hit just as hard, and still get bonus morale. Change vitality on guards and wardens to give 3 points of morale per point like other classes, and only give the extra morale when they trait in a tank line like cappys or champions. Of course guard and wardens should still be very tough in dps line, perhaps give them another survival skill to partially make up for the decreased morale.
