Legendary Item Help Pls

Hi!
So i finished Epic Vol. II up to chapter 11 (need to get my li to lvl10) and even tough for chapter 10 i had to identify an item at Forge-Mastah now when i try it it says "You need access to Moria"...

So do i have to have Moria expansion (im vip but no exps) or do i need to finish entire book 1.
