Fornost and Morgul-Hilts

Howdy, all.

I'm level 69 and have gone back into the Fornost instances to solo them (at Level 25) to try to finally complete the quest of the Morgul-Hilts. But they never seem to drop. Is it the case that:

a) The drop is completely random and I should keep trying?

b) You can only acquire the Morgul-Hilts if you run it at your current level?

c) Something else I'm missing?
