The Ineradicable Shrinking Servers....

I have been reading the notes on the upcoming update 13 and that is all fine and well. Some things I like, some I am indifferent and some things I would like to see are not on the list. It happens. The one topic I have not heard addressed is how Turbine will care for the Rapidly shrinking servers. Last night on Vilya there was 93 people (that were not anonymous). This is not enough to fellow together on up and coming toons, nor enough to raid together when maxed out to 95. The kins are now small and there really has never been a way to thoroughly talk to other players about something you might like to do with a large group. (Vilya does have a Unite channel which helps.....but only to a point).
So the question is, is it right for Turbine to accept our $ for membership but offer only ghosty towns to visit? Last night in Bree and Rivendell for example NO ONE was passing by. It was asleep!
Sure I understand that ESO just came out, but this was happening before that...
I have "heard" that combining the servers is not going to happen? Is this true?
If that is the case Turbine, how can you charge SO MUCH MONEY to transfer our toons to a "somewhat" larger server, which seems to be only temporary that they will have more population.
Last night when the 93 noted players were on Vilya, there was only 328 on Brandywine.
I am not happy that I have put not only so much time and effort but also hard earned money into this game and I am not getting a clear answer to my question. I cannot keep playing if
I am alone most of the time...deeding and crafting by myself is NOT why I play LOTRO.
