why do i never have any characters that can enter lotteries

okay so i currently have 5 characters spread out at different levels (85 guard, 81 RK, 66 Cappy, 26 Warden, 10 Champ) and everytime i come on the community sight to try and enter a lottery all it says is that i do not have any characters eligible for lotteries at this time. am i missing something? there is an advertisement reading "enter the lottery now" on there but i cant do it at all .

any suggestions?
