Since i started playing, its only been the Rohan Expansion thats been released, so i don't know how a new area works, i'm guessing you have to buy it in the Store like The Great River for around 700 or so TP's, but i'm not sure. Is that the case, or is it going to be considered a 'late part of Rohan' and be included in the Rohan Quest Pack/Expansion?
